

MOED HQ at Reservoir Square Breaks Ground
Baltimore, MD — Hanbury and MCB Real Estate have broken ground on the Mayor’s Office of Employment Development (MOED) Headquarters, a new workforce development center anchoring the 8.1-acre mixed-use Reservoir Square redevelopment along North Avenue in Baltimore City. The 68,000-square-foot facility will operate as both a headquarters and the new American Job Center, consolidating critical workforce services, supporting career development, education, and employment opportunities for residents across Baltimore City.


Envisioned as a civic gateway, the building draws inspiration from Baltimore’s historic fabric, balancing contemporary and contextual elements to establish a welcoming civic identity. Two interconnected volumes respond to both North Avenue’s active urban corridor and the scale of surrounding residential communities. An upper-level terrace extends from the building massing, highlighting the intersection of rotated city grids on site.
“We designed this building with Baltimore in mind, specifically for the people who will live and work here every day,” said Ryan Pietrowski, Design Lead. “The rhythm and scale of the city inspired our approach, grounding the project in the neighborhood’s history while looking ahead to what’s next. As an anchor for the broader development, it will transform North Avenue into a more walkable, active corridor, creating real value for the workforce and the community.”
At street level, a flexible corner retail space and a public plaza will activate the neighborhood street and invite daily gathering. Training, administrative, and support services will be located on the lower floors and remain accessible to the public, while offices and larger multipurpose spaces occupy the upper levels, balancing operational efficiency with openness and community access.
As a key component of a broader vision, including new housing, a grocery store, and community-oriented spaces, Reservoir Square advances the city’s commitment to equitable, sustainable development in West Baltimore.
